Considering China is probably the #1 country on the planet who ignores patents, trademarks and copyrights, I highly doubt anyone is going to pay China a dime.
Carriers in the US won’t be paying. The vendors we all buy equipment will be paying to have that technology in the equipment we buy. Those vendors are all non-US based companies.

Laws protect China, the neglect STEM in USA is troubling, yet There is no monopoly on innovation!!
China has over 1.4 billion people, India over 1.3 billion, US is just over 0.33 billion people. Its is just a matter of time. Time to start investing heavily in education and health and attract the smartest from other countries. Trying to keep people out will limit your talent pool. The future is in the numbers; USA RIP
