On one hand the more senior reps make more money so they seem to be obvious targets but their severance would be significantly more as well. The new people are cheaper labor but their severance would be minimal.

Based on performance? You mean who does the most fraud for the company and causes the most churn? New employees are turning fake numbers. Have to keep lying to beat their charge backs. If this company was smart they would look away from the ranker and see what reps are actually bringing in..
They offer it to the most senior reps first and then it goes in reverse seniority
They won’t lay off many RSCs if any

Do they like you?
Are you under 50?
If you answered no to both of these, you're probably $crewed.

For all bargained RSCs which are nearly all it is reverse seniority order. Most though are in bargaining agreements (Orange and black) where another job is offered but it isn’t guaranteed where and if another area no relocation assistance is required to be offeted.
