We got an email saying in june IHX goes back to normal performance management. Does that mean write ups for not hitting sales targets again? Can they do that legally when COVID still exists?

Yep, my boss told us this morning that my DOS isn't playing games and that it doesn't matter who you are, if you don't hit your goal you're getting written up, and the third time you're gone.
It's a shame because I know so many people who absolutely k–l at IHX(I'm talking 10-20 over goal regularly), but didn't transition well to WFH, and got written up. Really makes you feel like just a number.
A lot of the hiring is in Brazil. Taking away jobs in the US and sending them overseas will cost the company money when more and more of their customers go to other carriers for less costs and better customer service. Greed has made AT&T what they are today.......Worthless

Of course it’s legal to write you up for low sales if you are a non bargained sales employee. That is literally your job.
We in Las Vegas were put on action plans this month for not hitting goals last month.
Meh.
