Protect yourself - report those who are. If you know what they are doing, start talking. It isn’t the time to protect your friends. You will be laid off, they won’t be, and they will not feel bad for you.

If you go to HR you are volunteering to be let go. Wise up. Honesty in corporate America is no wanted or welcomed. If you are not able to cheat as the want, then you need to decide where you will work next. You have to pick the level of dishonesty you are willing to tolerate for a paycheck. Stay or walk away.
Look at the cheaters trying to discourage reporting their games.
The company encourages cheating at every level, thats what efficiency spread sheets create. And they are aware of it yet they keep quiet, so dont stick out like a sore thumb by ratting out your fellow employee . Go with the flow !
