Good posts here pointing out the Saul is not calling the shots: Location Strategy no doubt came from CEO and the Board. Saul is the "good soldier" who has to carry out the directive. He is the most visible leader for accountabililty, but Saul probably has little discretion or leeway to alter a strategy that is doomed, obsolete and no longer relevant.
But this being Wells Fargo, top leaderships and the board has not been agile; they have not been decisive or smart enough to re-calibrate and quickly respond to the new reality where a pandemic poses and will remain a considerable obstacle. Location strategy is just one of many issues that are sinking employee morale.
