They had originally extended the deadline for those in wave 1 to provide an answer to their proposed job change due to the COVID outbreak but now it seems like anyone would have to be insane to accept relocation to a strange city. I certainly don't intend to.

Nice to see we have our token vulture here. “So leave then, and let someone else have your job!” Yes, someone else, who is young and inexperienced and is willing to get screwed for money. There is a name for people who do that, and it’s illegal in most states.
Seriously, if you don't want to even relocate, probably you should leave and find another job. So many people in the job market are waiting for you to leave.
The real reason for Location Strategy is getting people to voluntarily quit. Wait until July 15 and accept the offer – string them along - even if you don't intend to relocate.
New hires/office rent in NYC Metro would not save the company money. Experienced developers in this region are paid more. This is the part of the strategey does not add up to cost savings.
Yes, you're being told to relocate with a package but once you do they can still lay you off. I've seen this happen at other companies it's a trojan horse.
I live relatively close to some 'growth' areas, I'd be willing to relocate to. However I'm assuming their strategy has less to do with moving me to a 'growth' area that I'm close to and will likely be the most distant location instead to encourage me to quit.
