I would follow yahoo's lead in eliminating remote working opportunities. Who is Yahoo you ask? It is a poorly managed failed search engine company.

I would come clean that our main strategy now is to play with employees lives, minds, and sanity so that they quit. I would admit that this really isn’t about risk. No one has opened fake accounts in years

I wouldn't eliminate telecommuting in the 21st century and force people to relocate to an office that I have to buy or update to accommodate them and then complain about needing to reduce expenses.

Well first I'd split the bank into 5 separate entities and secondly I'd make sure not let anyone know what that actually means top down so my employees can start yet another cycle of trying to figure out whether or not they'll have a job by the end of the year.
