I was not affected by the latest surplus.. but have found a job opportunity outside the company... can I ask to swap with a co-worker who is being surplused .... and get severance... etc

It’s happened with me back in 2005 and more recently one of my co-workers. It all depends on skill sets and how badly your boss wants to keep the saved employee
It can happen and did happen in my group. Give it a try and you might save someone’s job and might get 6 months for it.
From what I have noticed over the years, when someone is ripe with being 50+, 20+, and MR75+, and are just waiting to get surplus or an MVO, and it never comes, is because the company is out waiting them. They want out people that are 50+, 20+ but almost MR75. They may have been in a truly 'safe' area or had key crucial skills that their manager simply never selected them to get off'd. So what I see happen, they just leave on their own from being sick of it all, and they forego the severance, and the ability to take advantage of applying for benefits from the employment commission, and the company wins, the company can wait them out, in effect smoke them out with by way of the ilk of the company way and style, you know, that thing that we are all sick of.
I had this come up for me about 3 or 4 years ago. When we asked about doing the swap we were told a flat out No. But, it never hurts to ask. (i was never targeted for wanting to swap, and still with the company - barely. lol)
If you have a smart supervisor who has some political mojo to spend, and his bosses are willing to spend their mojo, it can be done. It's a win for you and for them - they lose one headcount instead of 2. We don't have many supervisors left who meet those conditions.
In Finance, a lot of supervisors let people leave without trying to work anything out, feel betrayed by the person who left, complain about the escapee, and are then surprised by the inevitable surplus that comes around every 4 months. Then it's tragedy everywhere - how will the work get done? What other teams can they dump their work on. I don't know if it's excessive devotion to rules or inability to make decisions or act, but there are at least 3 female supervisors who've done this. (It's possible that the supervisors who make these trades just get them done and don't talk about it.)
HR's official line is that the surplus lists cannot be changed. As we all know, with T, anything is possible and rules are only for the little people.

It would take a miracle at this point - but likely YES, if your org was tapped to lose a body and someone leaves via quitting, retirement, or promotion, that would satisfy the requirement to lose headcount and you would save the 'tapped' person's job. That said - the surplussed employees have to be off payroll by 2/10 to keep their severance money without risk of 75-100 mile reassignment, so you would need to declare and bail in the next couple days to give anyone confidence. More or less - talk to your director if you have a solid Plan B and want to save a soul on your way out. That said... there are 3 more quarters to go in 2020 and anyone at the bottom of the barrel this time is likely to stay at the bottom of the barrel for the next 3 joy sessions so.... everyone needs to keep an honest head about them. That's a kind idea to look out for your teammates but it's likely too late for anyone at the bottom of the food chain to swim upstream. Good luck to you with whatever your decision is.
If you're unionized sometimes the union can swap positions. Otherwise, I doubt it.

Once notifications of Surplus Candidates has been announced there is no changes or substitutions.
Probably a matter of saving paying a severance if you leave then that is one other person they can keep save on paying someone their six month salary. Att thinks they are so special giving six months salary. They think that makes it ok what they do to loyal dedicated employees.
I've known of many people who have been in this same spot, and asked, and were always denied, with no real reason given. Seems that you can't upset their algorithm.
Seems like once they decide they want somebody gone they are SOL.
Nope I tried it and would not let me when I left. Same exact thing happened to me but I had a mo–n for a director, vp, and manager so maybe you will have better luck can’t hurt asking. But it makes too much sense so they probably won’t do it.
Good idea, but I doubt you can do that. Just leave the company short handed.
