Customer care does not see / have access to the entire amount of data that are on customer usage records used to bill which could allow "bad actors" to hunt down customers and parties called by exact location putting many parties at risk. For example, undercover law enforcement address shown on customer care system is some govt office the bill is sent to but the billing usage records show exact location the call cane from and exact location they call to frequently . Specific location from the network gets stored and processed in billing records not in customer care records and they have to open tickets with network or billing who resolve the specifics of customer inquiries resolving around where usage originated, terminates, routing, phones imsei, etc

It’s not just consumer data. It could be government, wholesale, etc; or the stoppage might be completely unrelated to data. Everyone is in the dark.

Rumors are it is all about data access. Giving low paid overseas contractors access to customer data would be bad for both customers and the company.
