Sounds like this became a telcom industry standard account practice. But I am sure Ratty would be tempted to take full advantage since he is king of the bean counters. But almost every single project I sit in on has had their budget totally removed, except for maybe two. Very little capital or expense.
They don't even have expense to ship equipment to the field to place it into service that was purchased last year! I think it is called penny-wise and pound foolish?
