I left Wells Fargo IT in August for a different job and am trying to figure out if I’m entitled to the 8 months that I worked in 2019. I couldn’t find any mention of this in the handbook - does anyone know?

Very simple. If you quit, no, you will not get a bonus. If you were displaced or retired, you would get your prorated bonus amount.
If you were eligible for retirement, you can retire and get a pro-rated bonus.
They have given bonuses to laid off employees in the past.
I was displaced last year and got a prorated bonus through my last day as an active employee.
No, you do not get a bonus if you quit.
Bonuses were paid out on March 6th. If you didn't get one you're not getting one.
Well so which is it?
You will get a pro rated bonus if you are displaced not if you quit for another firm. Displaced from WFA during the WBS/PCG combo and all displaced people received a pro rated bonus
Lol, what?
No – except for a few special circumstances, you need to be an active employee on the day that bonuses are paid out in order to receive the bonus.
