Check out Scharfs answers at the 2 hour 16 minute mark. The questions are from congresswoman Presley in a purple jacket. he said he has not created such policies(I take this to mean his predecessor did)

Charlie was not defrauded. He knew what he was getting himself in to and had to be compensated as such because he knew he was going to get the riot act.

Literally no one else wanted the job.

Kind of like when we were trying to hire a new CISO. No one wanted the job and they had to hire some 5th string player.
