Vsipp letter says only valid for current matching phase.What is that time frame?

Would someone mind explaining VSIPP as I have heard it a few times and believe it to be some sort of bridge in time before retirement kicks in but what is the benefit? Is it basically for folks who have not made MR75 or perhaps folks with no medical and bridge to 65? Any input would be appreciated. Thanks
Applied one time for VBS enrollment last yr in April (9 months). I almost gave up and leave the company because I did not hear from HR. Very slow process. Got 45 weeks pay and $25,000.
Was that 9 months with initial volunteer or multiple requests
My VSB took 9 months before HR sent E mail telling me a match is being select for me. Finally, after one month of waiting, my match came here. I'm out on March 6th.
