I submitted my MVO application and got a notice stating HR would be in contact within 48 hours. Is that when they tell me they are accepting it?

No that is a system generated e-mail saying they received it. The notice you will get in 2 days says they have acknowledged it and will provide you with a severance estimate. It will then be few days before they let you know it has been accepted.
