For 15 years, I could count on 3 things. Layoffs and organizational changes right at the holidays, a lousy raise, and a manager who didn’t know their a– from a home in the ground. So to answer your question, absolutely!
The reason it always happens around the holidays? That's the shortest period of time that Randy, Stank and the rest of the C-level incompetents can count the gap between reality and the target for their bonuses. Since they're not allowed to remove their shoes to count past ten, they hire Accenture or some other agent to determine a) how large the gap is to attain bonus, and b) how many of the customer-serving, caring, hard-working and otherwise innocent rank and file to chop to fill said gap. It's really that simple.
I remember the 2016 October Reaping, they ran MVO & Involuntary side by side and the catch was you had to already been tapped to leave. MVO out in three weeks, Involuntary in Six...in other words everyone who was tapped and got the death call were given those two choices, leave in three with no complaints or fight to remain and get six weeks to succeed.
The rub, leave in three no muss, no fuss and no unemployment. But if you fought to stay you had to make a concerted effort to call and document prospective bosses (at least two interviews per week) within the company, and if you got an offer within 50 miles you had to take it.
Personally, I wanted to stay and was successful, but many wanted to interview, get passed over, run out the clock, get their package plus unemployment....it was a weird scenario....anyone else remember that?
December 15 in what organization? Half the people are on vacation for the rest of the year by then in some offices.

Off payroll dates occur in December, but I have never seen the notice period for surplus start in December in my area. I'm talking layoff, not voluntary offers.
The timing of layoffs means nothing to Randy. He’ll always have cash fat holidays.
Every holiday. Happy holidays. It is insane and a ridiculous way to run a business.
Yearly. It'll continue until whoever is left (after Randy gets his gold parachute) turns off the lights for the last time.
Every quarter for 20 years.

If you are a contractor getting furloughed for the holidays happens every year.
As best as I can recollect, every holiday season for the last 15 years.
It appears to me every year.. they send MVO offers around this time around. I’m getting re-batched to Accenture. No package was offered. The message was, “be happy you have a job”.
