this is exhausting and certainly not challenging, but the paycheck keeps coming. i'm not sure if i should leave or just stick around this dump and collect. i'm torn because i really want to continue my career in a challenging setting

I used to work for HP, and it was incredibly slow and boring, so I just started to moonlight. I'd get contracts to do work remotely for a limited time, like 5-6 months. On one project alone, I made an extra $75,000 on top of my salary.
Go someplace else . Grow and evolve. Can’t do that here.
All work that can be performed on a computer connected to a network will be outsourced as of 11/1/19. Any installation and maintenance that needs to performed onsite cannot be outsourced. That is all.
You sound like you have doubts as to whether you have marketable skills. Other than a long timer close to retirement someone that wants a career in a challenging environment wouldn't even be asking whether or not to leave.
@-dii, I've been doing the same thing for at least 5 or more years. Regardless of the re-orgs, outsourcing, surplusing, L3+ replacements, etc, which seems to be non-stop, I have always been training myself offline from the company. Not wasting my time with nanodegree BS and such, but real world in demand tools and the skills to drive them. All on my own time, all on my own dime. I call it my insurance plan. It helps make me less nervous about all the insanity that is going on, and I can sleep a little better at night, and have something to look forward too, as that's what gives me that challenge that I'm not getting at the place that sends my employee number a paycheck every two weeks.

I feel your pain. I've addressed it by teaching myself new tools, not via nanodegrees but actual open-source packages where I can develop industry-wide skills I can tout in an interview, if it comes to that.
Transforming—automating, mostly—my work with these new tools has been a challenge, but one undertaken on my own initiative under the radar.
In sales they call it "reorg-ing" and not "replanning", but after a few successive such happening nearly annually, with new 4th and 5ths installed at the top every year, it does grow tiresome.
At the same time, it pays the bills, so I'm not among the MVO takers (on this round, at least).
Just keep collecting the paycheck.
