Why does this group keep getting outsourced?? What are their job duties?

"TechDev" also includes the operations staff. System administrators (Linux, AIX, HP UX, Solaris SA's) and storage administrators for the tens of thousands of servers that this company uses.
They did some weird re-orgs first where they "merged" the Compute and Storage operations teams with development groups and then outsourced it as complete package.
TechDev uses computer technology to implement/support the business organizations needs. They used to develop systems to support Purchasing, Accounting, and other business operations using coding languages but much of that has been replaced with purchased software from companies like Oracle and SAP. What's left is either supporting these vendor packages or building more unique technology for something the business wants to launch. Tech Dev may develop it inhouse or through a vendor and perform the project management.
Computer technology has become more of a standard commodity with these packages and so it's plug-and-play when it comes to who supports it. Outsourcing lowers the higher domestic labor cost. Also, if the hardware/servers go, like to IBM, then all the cost of upgrading and maintenance is now IBM's concern reducing T's cost.
But companies take risks with outsourcing. Their data is protected only as well as the outsourcing company cares about it. (Target retail stores had outsourced it's HVAC support to a company that had no security and was hacked for it's passwords and then the hackers simply signed on to Target' network.)
There's no question Computer Analysts (CA) make good money. Per the U.S. Occupational Handbook below published by the U.S. Bureau of Labor, current annual growth rate is 9% for CAs and medium salary of just under $90K. At T, you'd make much more than that.

Sad to point out "Telecommunications Equipment Installers and Repairers" make medium of $56K and the annual growth rate is -6%.

Developers and Engineers are getting outsourced as AT&T looks at them like a commodity (plug and play) which is evident that those making these decisions are clueless......AT&T is no longer a Tech Company and does understand the value....A lot of successful Tech companies like do understand and keep their "intellectual" property in-house.....Others have tried an in the end brought it back in-house...Outsourcing to vendors only assures that there will be hiring attrition and growing pains with lack of knowledge once the vendors inevitably lay off the higher paid AT&T employees outsourced and send work to India etc.....Contractors in India etc. can walk across the campus and get a new job any day which leads to constant attrition....a vicious cycle which we have all experienced the past 15 plus years with constant churn, budgets constantly being blown out, vendors never being held accountable and projects never going GA and or getting delivered....big mess..
TechDev - writes the code that automates the work.
Tech Dev is IT... developers, programmers, system engineers, etc. Their jobs are getting outsourced because all the vendor companies (IBM, Tech Mahindra, Accenture) have shops in India that can do the work for much cheaper.
Seems like there might be some confusion between Tech Dev and then what became DevSecOps as T was consistently changing the model and thus org chart.

Curious about this too, and nobody has actually answered OPs original question: "What do they do?" Sone gave alluded to a project that is complete...what was it? What was this groups role?

Don't know..but..Retail TechDev is next – their outsourcing was likely delayed because of the iPhone launch - look to hear something in the very near future.

funny stuff, posted by a mo–ns, probably making 70k/yr. meanwhile, the techdev id–ts, are laughing all the way to the bank, making twice your salary. if you have ANY techdev/devops skills, you can walk out of this place and find a job in no time. you might not take your seniority, but, its not like your some marketing, advertising, union clown....w/no life after att

the reason its being outsourced is there is ZERO work, no new budgets and att doesnt want to get involved with massive firings, so you outsource and then that company cuts. its happening right now TD is done. period
I thought it was suppose to be doing Devops stuff you cutting edge. That is probably why t can’t figure out how to do cutting edge technology. Even with all the nano degrees.
