Is the company suppose to offer an enhanced eisp ,YES or NO.and if your have temp workers how can they declare a surplus or offer an eisp..

The company can declare a surplus regardless of temps. That's a Fact Jack!
The company can declare a surplus and offer an eisp. An eisp is a bribe. They offer you cash to voluntarily leave the company...its your choice to take the cash and leave, or not take it, and stay. If the company calls for a layoff(to forcibly removed employees), they must 1st layoff all the cheap contractor work force. I don't think they will layoff the contractors, because the contractors are a cheaper work force. It saves the company money to use contractors vs hiring a permanent unionized worker.
they can offer a regular or an enhanced EISP, what I didn't know is that they can part of each like this one. as far as declaring a surplus and having temps also seems like a shady deal. I always thought the temps were supposed to be gone before you can be called surplus. doesn't make sense but union was probably paid off as usual.
