No, don't put AT&T on your resume. No one will ask what you've been doing the last 20 years. You will never be hired. The unemployment rate for tech workers is at a 19 year low, at 1.3%. Everyone knows the whole 1.3% are former AT&T workers.

It certainly looks better than a gap in employment on your resume. Are you hoping it makes up for a lack of skills?
The fact that one is applying for a job outside AT&T indicates you have the smarts to leave the sinking ship.

Pretty solid indeed. I would seriously consider anyone with a proven track record at AT&T. This company has over a hundred years of history and they are pioneers of today’s telecommunications technologies. The matter that today it is wrongly managed by the top execs don't bother me. So yes, it looks very good, elegant and says much about you.

For me, no. In TechDev, AT&T is known to be very slow and prospective employers have asked how it would impact me in delivering.

Doesn’t matter what company you work for what matters is your skills and what you did for the company.

It means working for AT&T for several years didn't yield enriched, valuable new industry technology experience they'll want in their growing business.
So, does it mean working for AT&T for several years is a gap in the work experience?
No. Listing AT&T is like having IBM or HP. Might have been ok 10 years ago, but not now.
If you have any other options, go with them instead.
