I’ve been approached about a job at Wells Fargo. How do the levels work? Is Orc 5 better or worse than an Orc 6? What’s the best level?

Unfortunately, lazy people are everywhere. Be it onsite or telecommute. The issue is not the location where they work - it is the lazy people themselves.
Unfortunately, many onsite workers are gaming the system.
Note that I said many, not most, please don't get all upset.

Yes for me it is. I am 100% telecommuter and get lot of personal stuffs done every week.
Who down-voted the question? Just to show how mean the WF workforce is? The poor person is trying to see if WF is a good fit to him/her. If you don't think it is - just say no in the comments. No need to down-vote to a potential TM.
The security and risk groups are chaotic you don't join unless you really need a job.
Generally speaking, the ORC 5 s are individual contributor (specialist almost) and the ORM is their manager. ORM 3 may even earn less than an ORC 5. The ORM 6 is an MD level title.

You're new here aren't you? Hell no it's not a good place to work and I wouldn't recommend a role here to my worst enemy and don't ask me why I don't leave if I'm not happy, some of us are invested in certain ways and keep hoping things will change, they do, they get worse. Some of us with legal action have also been advised by our attorney's not to quit so we stay. We just went through another big re-org (meaning we lost a huge amount of head count as they went to fight MRA work coming from the OCC), now they'd wrapping that up and coming back and we heard the entire risk org is changing again and managers who had a hundred people on staff are now going to have that cut in half, while at the same time we continue to hire in India. Oh, and our fearless leader "You better call Saul" just sc-apped telecommute so if you think the role allows that, you're mistaken but good luck. DON'T DO IT!
ORC 3, 4, and 5 are the majority of the roles, occasioanlly you'll find an ORC 6 listed on the careers page but very rarely and they're usually very specific and require a very specific expertise. Everyone I work with are ORC4's with a few 5's and an ORC 3 is usually someone doing entry level control testing that could be done by someone swinging from a tree eating bananas.
What decides pay is location just as much as ORC level. There are ORC 4's in the firm making more than ORC 5's because the ORC 4 happens to live in an expensive market, like San Fran or New York. Bonuses are higher for 5's, quite a bit higher percentage wise but if they take it from you unjustly like happened to several last year and we're told is standard practice here, then bonuses make no difference. ORC 5's have targets on their backs and some attitude I've seen is that they get treated like they should know everything regardless of if they're only 1 day at the company. There's also resentment from managers who may be an Operational Risk Manager level 3 and may not make as much as a ORC 4 or 5 reporting to him. Summary, most roles are ORC 4, if you're a 3 you're considered an entry level kelly girl, 6's are rare and reserved for when they want to hire their friends from the golf club, and just because someone is a ORC 5, it means nothing about there intelligence. I work with some ORC 5's who couldn't explain the difference between COBIT and PCAOB if they had their websites in front of them. People are being plucked out of roles that have nothing to do with risk and being put in charge of the LOB's entire future risk and issue wise so that we can say we're assigning people to the risk. Just because someone who worked in the company store last year and mentioned they were good at counting the register at the end of the night, now they're a risk professional.
The higher the better. 6 is the highest level.
