Most of the technical directors are not technical so they can't see it's technically wrong from the start or during the design hence all the projects tend to take a long time and then finish with a great amount of post deployment issues and rework. No cohesion among the projects.
Lots of people now just ride the system until they are forced to retire. Those have stopped thinking long ago. But know how to talk to make believe they are good.

Technical directors are just baby sitters . All they know is to enforce compliance ( time sheets, lwd training, etc).
If you really know your tech they will never understand or even care. Your only job is to make them look good for the next level. You will work 7x24 and give up family time so they can get their status reports completed, not to mention their nice bonus check.
In the end sooner or later your tech job will be out sourced and you will be gone unless you figure out the s— up game yourself and become one of them.
look at all the outsourcing they are doing. What does that tell you. It tells you management is better at negotiating contracts than they are doing any skillful or technical.
There are TDs in IT that have degrees that have nothing to do with computers, information technology and were completely clueless about anything technology.
They just knew people and they knew how to justify outsourcing so they moved up and got a big pat on the back.
The problem I see is you have a bunch of people mediocre at tech and horrible with people.
That's what you get when you let bad employees fail upward.
Someone once told me that it is the harvard style of management. They just manage people, and those who know how to do things for them.

The skillset required to be in management is that you can make your higher level manager like you. That's all.
