I gotta say, I am one that always fills it out and there was some satisfaction this time seeing leadership squirm discussing how thoroughly poorly the minions view their leadership abilities.
That said, you're right. If no one filled this out it would send a much stronger message. I just don't think that it's realistic unfortunately. most people will continue to fill it out.

Misguided attempt so the sudo leadership team can claim credit for doing something. Most level 1 and 2 are team players who will work together and solve problems. What they are not empowered to solve: structural org problems, turf wars, self serving metrics junkies, weak vendor management. Root cause goes way beyond the folks who are strongly encouraged to participate. Ironic, first module was about getting to root cause.

Can confirm. Numbers show our eNPS organizational participation rate @ ~70% and man did upper management have a cow about it.
Personally, unless something positive changes for next year, those numbers are likely to be quite a bit lower I think.

This is why you don't fill out the enps - you score them high, they all pat each other on the back and hand out bonuses to the directors and vps - score it bad and they come up with some bs like this to address everyone's complaints.
