@10GiLzMa-upc, I would say history & inertia, or lack thereof. Remember the original Ma-Bell was broken up back in 1984 into separate companies. Separate telcos, separate CWA districts for each one....each with their own contract. Made even more complex with the addition of wireless, mergers, and restructuring.
What’s the purpose from having multiple District’s? Difficult to be stay one strong by being divided.
