Since many jobs will be cut or moved offshore how many HR employees will be cut?

HR is responsible for running talent out the door for decades. Wipe 'em out & outsource everything.
Many of those in HR were criminals themselves.
We know they weren't doing anything but harassing non-management employees to protect the managers who are proxies for the company.
