Lets say you are surplussed and decline a non-commutable job offer. You "leave the service of the companies" and collect severance based on years of service. Can you also collect unemployment since technically the company let you go or is death star going to claim that you so called "quit?"

You can collect unemployment immediately since you are not working.
You can collect unemployment. We’ve already been through this. However, you have to make sure to have specific language in the request, “in lieu of” verbiage. We got that directly from the horses mouth, the unemployment office. AT&T told us no, but the union steward said yes. One we spoke to unemployment and found out exactly what we had to say, it was no problem or denials. Don’t trust anything the company will tell you.

They get to replace you for nearly a quarter of the cost and in return they provide you with a few months of pittance pay called unemployment. They're already winning by pulling it over on the government. Why would they contest the unemployment claim when they can keep things out of the spotlight.
AT&T usually does not contest unemployment benefits.
Unemployment is controlled by state law. Call the unemployment office and ask them. In my state, leaving voluntarily or involuntarily under a program to "reduce force" makes one eligible for unemployment. Similarly, severance pay is treated differently by states. My state now counts severance as income, but they didn't used to. In my prior state, I could collect unemployment and severance simultaneously.
You can’t collect immediately until your severance runs out. Meaning, if I’m able to collect 6 months of pay from the severance and other heath benefits - once that time runs out I’m able to apply for unemployment.
