They may be consolidating all of the Dallas-area offices. There are corporate folks downtown, in Plano, and in Addison, as well as Irving.

The story says 4000 employees. There are 4000 non-branch employees in Irving now?
Whether it is the mob or corporations or politicians (which are essentially the same thing), it is always “follow the money”.
Not the headquarters. It's a "regional hub". I can't imagine why they'd invest in new office space, unless it's just to replace existing cruddy old offices in Irving. Even that would be a stretch.
In today's remote working world, there's no reason to be investing in office buildings. So what is the real reason that they're doing this? Follow the money - I suspect that somebody, somewhere, is getting a big payoff for this. You can take THAT to the bank.....
