I was recently informed theres been a change in Workday where now if you apply to a new team or role within C1, it automatically notifies your direct manager. Ive discussed this with friends and they agree a built in policy of retaliation like this is insane and toxic. Im considering moving not only for career advancement but also because i dont like my team anymore. Any ideas on how to get around this?

This is how it has always worked. By the time you apply in workday, it should essentially be a formality. This means you have talked extensively to the hiring manager + probably their manager at the minimum. By then you also should have talked to your manager that you were looking for a new role.
Do people not see how it would be way more toxic if other teams were just poaching people without any warning? You’re not applying for an external job, you are moving teams internally. Capital One has every incentive to not just have people abruptly leaving their teams/creating unplanned dysfunction and of all the complaints to have about the company this has gotta be at the very bottom.
There is 0% chance of you getting the new role if you’re manager doesn’t “highly” recommend you for it. They have more say in whether or not you get the role than you do in the interview.
If your manager doesn’t want you to leave, they can just say you are not a “right fit”. If the hiring manager wants to hire you, they reach out to your current manager on an email thread with HR. You have to take your manager on your journey, or you won’t leave your area.
I worked there from 2006 to 2020 and it was always like that. Any time you hit submit on a job req your manager got an email. I got them for ALL the roles my direct reports applied to as well
I worked at C1 for over a decade before leaving in 2018 and that was always the process for internal applications. My manager was always notified when I applied for something within C1.

Like everyone else said, it's always been this way, atleast since I've been here. I'm about to hit my 5 year anniversary at C1.
That has always been the case. It is no secret when you are posting for a new job, unless you are looking outside.
As a people manager, I can confirm that this has been the case for at least the last three years!
Typically, an associate will tell me if they're looking for a new role due to growth and/or change and I'll even help them network.
I've also experienced an associate not telling me in advance and being surprised when I get the notice from workday!
That makes absolutely no sense. Last time i checked u are only obligated to give 2 weeks notice to ur manager/employer. Could u imagine telling ur manager "hey btw, im looking to leave" and THEN starting the application process? What happens if u cant land a role in that situation?
You should always notify your manager of your interest in another position within the company. The fact that you feel this is a "policy of retaliation" is a sign you should be looking for a job OUTSIDE your currant organization. A manager should be your coach and your advocate for growing your career. That's not the ideal, that's a basic minimum for a manager.
