To the point of the CEO being not hard enough for Nike, this is why COO and other C Suite positions exist. The thing about Nike not one wants to manage and be accountable as a culture because of lack of control around the edges (see Global Tech). Get over it, take the reigns and try stuff. You'll only fail if you don't learn anything (don't put all your investment into unproven tech trends or fast fashion). Put an executives name on goals and decide only when they fail if they get another chance. Rinse and repeat down management as large companies are designed to work.
HR - sit this one out and let a culling happen for the ones who don't succeed. Pay them off if you have to but get them off the field without a layoff.

Reality is unless it is you then nobody will do it right. Hard CEO is too hard and “not Nike” where one with empathy is too soft and “not what Nike needs”. It is a lose / lose and nobody can see the big picture and realize that turn arounds take 18-24 months. It’s the same for NIKE as it is for GT as it is for any organization or company.
It is human nature to not want to wait or to be critical. Not everyone can see beyond the short-term and that’s fine. Things did not go downhill in a day or a week or a year and they won’t be fixed in that time either.
