Is it performance? Compensation? Role? Something else? All I’ve really noticed so far is that it usually seems like older employees get hit the hardest. But since age discrimination’s supposed to be illegal, that can’t be the reason behind who gets cut. Right?

It’s age. Age is the biggest factor.
Money. If you're more expensive than the next guy, you're gone. As simple as that.

BUT, there's a corollary to that. They have to RIF a corresponding number of young DEI hires so they can document that the process was fair.
They have a complex process where they look at your performance, your last review, input from team members, and your impact on your team's revenue, and/or expenses. All those factors are weighted and the end result is a score that's used to rank you.
Then, they throw that out the window and RIF the white guy who's over fifty.
Get rid of the financially independent employees who have the courage to call out nonsense. HPE loves the modern day indentured servants.
Save $, and make room for the over-hiring of naive people who can't tell if you su-k.
