The upper crust of tech mgmt is incentivized to cut expenses. No matter how messy that may be.
So the key thing there = incentives.
For any non-mgr in tech, try to name one single incentive (other than fear of losing job) we are fueled with on any give day.
Guaranteed if incentives were offered (notable pay increases/promotions) there would be a decent portion of us that would take the cr_p handed down from the current incentivized tech leadership with more drive to find solutions.
It really doesn't matter in the end that expenses are being cut, we see plenty of ways to be more efficient, reduce risk, etc.
The problem is all about the lack of incentives. So for the time being, instead of taking the necessary action to improve the cr_ap, we are swimming in it.
(yes we need the tools too, and if incentivized, we would be encouraged by leadership to recommend the tools to acquire to get the job done right)
