Seems to me its mostly America and OCI. Makes sense however as Europe has hefty severance packages and 1 months notice compared to America where they can just drop you like a hat.

There were two VPs laid off in Enterprise IT, followed by massive restructure.
OCI in Asia! Got laid off yesterday! Not much on the separation pay side. Worst the reason for they provided is REDUNDANCY! But hiring another batch for the reason they need a new skill set!

This doesn't appear to be a mass layoff or closing if industries. Appears to be more of a generic RIF taking place before earnings reports to make them look better.

Size of the layoff matters in US. Read about WARN Act before making false claims. That is 60 days notice for layoff.
Many states have at-will work, but that doesn't apply for mass layoff.
Mostly US as usual. There was a statistic released a 2 weeks ago, bunch of egg heads did a deep dive on the tech layoffs going on recently.
Roughly 80 percent of the world wide tech layoffs have been in USA
10 percent in Europe
Final 10 percent is spread across Asia and what ever other countries are left
What you said is basically true. People in USA can be let go at the drop of a hat and receive terrible severance. I saw someone here said there package was 1 weeks pay per year worked, no notice, just gone when ever the company feels like it and a poor pay package.
I work in the support team in Ireland. Our severance package is 4 weeks per year worked, 2 months notice. US citizens really gotta lobby for better working rights because in a list of the top 20 countries with the worst workers rights they are currently in 15th place. Which isn't a good spot to be in at all but especially not for a country that's so powerful and rich.
