Can people apply a lower level internal position in a different area? For example, I’m P4 and can I apply a P3 role? Will this need any approval?

Where do you see the P ranking. I've looked at WF job ads but have never seen them.
@OP I’ve been thinking about this a lot over the last year and will be looking. Currently a P4 but I’m ready to back it off.

I went from P3 to P2 and a different line of business to dodge an incoming displacement that my manager had given me a backchannel warning about. I was able to keep my compensation, but don't have a lot of room for growth without getting promoted back up to P3.
No approval needed. Comp does get reviewed through
Pay bands were recently recalibrated, so don't assume there's significant overlap between job levels. Look for the pay listed in the job posting.
@OP in March I went from a P4 to a P3 (changed line of business), kept the same pay,
happens all the time. depending on the pay range of the new job you may keep the same salary.
