I come here for entertainment. I'm so glad I got out.
I'm in cybersecurity with a defense contractor now - arguably as regulated, in many ways more so than a bank - and yet the WFH tech works fine be it zoom or Teams (why the he-l is Wells still stuck on Skype with the world's slowest Teams rollout?!). My position and many others posted directly state they are 100% remote permanently. We've got government security clearances and yet regulators have no problem with WFH for an entire subsidiary here.
There's a clear set of companies that think remote work is fine and another set that wants people in office and the reasons are myriad. The thing is it's a selling point to allow remote work and I believe in the future it will be a challenge to find IT talent without allowing a lot of location flexibility. If WF isn't fully divested in a few years the leaders at the time will learn this.
I too am in Tech and have been explicitly WFH since hire, but there is zero solid answer regarding WFH for the future. Between the COOs email, it’s FAQS page and SVBs follow up email it is the same standard vagueness with expected deflection to direct management who should have answers “in the coming months.” SSDD

I'm in tech, the way it's worded my formerly full-time WFH self is going to remain full-time WFH. SVB's follow-up email only reinforced that.
Argue all you want about productivity, but I'm pretty sure regulators would not approve a model where over half the bank's workforce would work from home permanently.
Remember, WF is looking at reducing headcount. Forcing people to RTO or resign is a good way to reduce headcount and not have to pay out severance.

WFH cost the bank nothing so it’s hardly a welfare program. In fact it wasn’t a “program” at all, it’s not like they had a choice during a pandemic. Like most companies WF was NEVER going to blaze a trail by being super flexible once vaccines were available. At best, they’ll allow some sort of hybrid arrangement for some groups. Some banks are refusing to offer even that.

How is it welfare when productivity went up? And people were able to get more balance in their lives for the first time? Commuting and the costs of coming into the office are not taken lightly and can be budget busters.
