So far we have only heard North America, Europe, and some APAC. How is the rest of the world doing? Does Oracle even have enough people to RIF in LATAM, Middle East, or Africa?

Poor guys and girls left are going to have a hard time keeping the existing customers onboard. Net new sales will be impossible.
Despite the CloudWorld buzz on CX Fusion there are no experienced sales and presales left in MEA to keep the installed base let alone win new clients. CX Fusion will be dead within the next 12months.
