I learned the hard way that most jobs on these lists are tied to business contract or plans that are no longer offered. Revenue generating roles. Yet they could have new business coming in that a new req is created for and hiring begins for that new business. They both layoff and hire same title at the same time. All tied to cost centers and dept budgets.
Hartford means Aetna. The benefits side and anyone supporting those programs both business and IT
