Who actually decides who to pick for layoff.
I am talking of performance/efficiency layoff now.
Most of the folks I know that are layoff are senior level guys , some managers making the highest money. Not surprising they are also the older guys.
One of the laid off guy told me- his manger told him the decision to lay him off did not come from him or his manager.
My own theory is that for each group HR will have a list of those shortlisted for layoff based on some HR criteria. Then the manager (assume the manager is not been layoff himself) will now choose one person from that list
