Just wondering if they are laying off at any other locations. There seems to be three main ones that are discussed on this site, surely those three are not the only places in the company.

NS new operating principles are that each major terminal have a 4 axle unit to switch customers that don’t have the trackage for 6 axle power. I can't firm, nor deny it but that's what I was told.
