Yes, non technical program/project managers & directors make product decisions all the time in various support divisions I had been with. I guess it makes them feel important to tell people what to do and force it no matter. They simply move from project to project saddling the engineers to take the blame and suffer the issues. The managers I have seen are mostly there to wield power not to really add value or save money for the company... My 2 cents

Keep it civil guys... All this name calling & aggression for a few bucks or more power is not worth it. Skin color, religion, race have nothing to with one's abilities. Qualcomm was a great company under Irwin Jacobs because he knew value of talent and found it wherever he could.
