The bottom line is that most of CCi's managers and above have to go. hawn doesn't want to startle them cuz he needs them for a few months while his team gets up to speed.

He didn't dance around any issues. He flew the NEC plane into the ground and crashed. The DOE knows!
Looks like from the link that he has experience dancing around serious regulatory issues. That should come in handy.
NEC is the for profit school (which was as large as CCI) where Cook and all the CCI founders worked. He helped drive that business into the ground. The CCI founders then left NEC, purchased some of the campuses and the rest is history. Cook has now resurfaced on the BOD for the debt collector, ECMC.
Can you believe this craziness? Lots of people still in the industry that go all the way back and remember him and his he already helped destroy another for profit! Literally some of the same campuses!
