The blame game can only last so long. CNS has been blaming other departments and backed the current leadership in order for obtain control. There are things you can count such as the sun rising and the truth to come out sooner or later.
Of course CNS looks good. Who wouldn't, if they could take credit for the things they can do, but get away with ignoring the issues they can't or don't want to fix?

Workplace cyberstalking has criminal consequences. Motivating factors are envy, pathological obsession (professional or sexual), failure with own job or life, the stalker is delusional and feels he/she knows the target, the stalker wants to instill fear to justify his/her own status, a belief through anonymity they can get away with it. Bullies harass victims in order to make up for inadequacies in their own life.

My vote if for all IT to report up through CNS. Leadership and talent is what it is all about.
CNS get over yourselves you connect serves so they have the ability to communicate, configure fire walls, monitor and maintain emails and the Quad. That's pretty much it.
