I've heard they are moving more QA to India even though they have a proven track record of fail. They deliver things claiming no known defects but the customers tend to disagree.
Managed correctly it can be done quite effectively. Previous IT management pulled it off. The challenge is that we have Singh and Detloff managing it now. And the results show that they're out of their league.
