How can my department and the company move forward when IT can only work on ONE project. Output is actually decreasing after the outsourcing. Does my team get the benefit of working on one thing?

The first step to improvement is acknowledging there is work to be improved. Bringing in a boat load of consultants (who will fail like outsourcers) sums up managements belief in IT.

Tech debt could just be bad programming. IT should be accountable for their work just like other teams.
Of course there is maintenance tasks to do, just like in my job. There is always maintenance work, but 100%? You work on ONE project. By your own admission you hired hundreds of consultants in addition to the existing IT staff. We are accountable for results that rely on IT performance and progress.

I don't get it. Follett's website was good and it kept updated to the latest environments. Yes there were enhancements on a list, which of course had regular feedback which created new requests so it was dynamic monitored list, it worked great. So what is the current matrix being used to measured to determine success.
Do any of you work in I.T? Do you think systems implemented in the past are just put in, never to be thought about again? All systems require maintenance. So unless you work in I.T., perhaps it's best not to judge until you've walked in I.T's shoes.
