There is no test or minimum score to enter a CCI school. So the next hurdle is to qualify for federal grants or loans.
So a person living in a shelter would still qualify for an education loan. Obviously a veteran is entitled to education benefits.
There is obviously unethical recruitment going on but, ethics and legal are not always the same.
