The budget, re levelling, demotion and riff for all OCI has been finalised and will be executed fully globally by June 30. They aren’t even going to bother with the pips. Why do you think they created the new business entity “oracle global services”? To throw people in it just to riff them in a duplicate of China. The bloodbath is already underway
people across oci are told they are not needed in their teams. internal transfers to SaaS are blocked from upper management, so the next step is resign or get rifed. ppl wait to get their stocks and severance packages. while getting some training and some rest.

PIP = no severance, take any job, heartless.
If you get put on a PIP, you can assume you'll be rif'd! If not immediately, they'll drop you as soon as they can. PIP's aren't designed to help you "improve your work or attitude" instead think of it as the 2 minute warning - your time is running out. Demotions are another story entirely - it's a public slap in the face to embarrass you while pressuring you to get the heck out yourself.
