Interesting note from the latest financial statements (FY 2018) - page 22 of the pdf. The cost of a "restructuring initiative" in FY18 was £680,000 and £3,658,000 in FY17
it's the same everywhere in EMEA. the new OGS seems to be a pure cost center, including marketing and finance.
it will resell services to Oracle corp so it's a sort of internal povider.
given it's an almost pure cost center, it will be much easier to layoff people in many EU countries where job laws are more restrictive and also to pay taxes where it is most convenient, i.e. Luxemburg in most cases for western EU
