Our manage says that we, the part timers, must sign the new paper work agreeing to open availability or else we won't have a job. Is this a company wide policy or just him?

True and false. WIthout open availablity, there is no guarantee of hours. So while you won't be fired for not having open availability you may end up with less or no hours depending on how the schdule is made. 0 hours a week is effectively fired just not technically

I'm a part-timer and I had to fill out and sign an availability form, but I was freely allowed to notate days and times when I could not work. You don't have to have 100% open availability.
If your manager is telling you that, they're lying. This is why it's very important that whenever you enter your manager's office for a one-on-one, ensure that you have your phone in your pocket recording the entire conversation. As long as your state isn't a "two party consent," state, you have every right to record the conversation and report these false statements made by your manager to his higher-ups.
