What can you do if you apply for a job online to the walmartone website but then you change your mind? Do you just tell a manager hey I applied for this position but then thought it over and decided to stay in the position. Would that be acceptable?

I did it. You ca withdraw the application on line, same place you applied
No one can force you to take a position. You can simply tell them that you've reconsidered and are happy where you are, but thank you for the interest.
Tell them you checked out this site and have now seen the light and will be seeking employment from a more reputable business.
