I have better ideas and implemented few POCs to validate the ideas..I have a team who is willing to implement this. We believe the technology is at least 5 yr ahead of OCI.
Will we get funding? Time? Approval?
If yes, then what will happen to OCI ?

I took the OP to mean they were internal to Oracle. They've got something better than OCI.
In that case, there is no point. Whatever you have will die because the political climate does not allow improvements in anything. Whoever owns the territory can destroy or ridicule whatever you've got.
It's mostly a political power struggle within Oracle. Good ideas are attacked by those that are threatened. Those people are usually clueless, too.
-oby is right BUT read what you signed. It may be that O has right of first refusal and if they have no interest you can pursue. My agreement is like that.

Not to be a big downer,
Your employee agreement probably says that anything you come up with, think of, prototype, sketch on a napkin, ANYTHING related to any business the company is in, is their "intellectual property". Even if you do it on your own time.
If its a really good idea and you leave to pursue it, count on being sued.
Uhm, no, AWS is not 10 years ahead in technology, only in size.
Look beyond just being better than Oracle. Look broadly, get small.team, pitch for funds or bootstrap demo to other likely partner aquirers. Get acquired or be startup. Stress no worse than trying to work within a huge bureaucracy. Better chance of success than at O. Sad to say.
AWS is 10 years ahead of OCI
No need to struggle for funding. Just recruit some people and make demo to Oracle. Oracle would acquire your company (if your infrastructure is better than theirs ) and then sc**w it. But you would have made your money by that time.
