Dumb. It is like marrying your ex-wife after a year. Did you not learn anything. If you get back, your same ex boss will put you out within 18 months, via an email.
I was eliminated in February. Applied for several positions at GM and we notified by GM recruiting they were interested in speaking to me. (1) Recruiter thought I was an internal candidate and almost stop the interview when she found out I had been displaced. (2) Recruiter asked me to set up time but I believe discovered I was an external candidate and never contacted me back. Honestly, they are not here to support ex workers.
My doctor just told me her husband was laid off in February like me and rehired within 3 days but at a lower salary. She said he is actively looking for a job at another company.
What was the reason for the 15% layoff in February, or the 10% layoff over all of 2018?
Make sure your resume has the same keywords as the job posting. Those immediate rejections are from the automated system.
And what is the reason for September layoffs ? What spew are they projecting now?
Rumors are more layoffs in September, so a new job may not last years.
Shure apply , and in one or two years you will be fired from another around of " restructuring"

@hmn - What good is it if you start looking for a new job right after joining? Doesn't that make hiring managers worry?
Apply , take the job if offered , then continue to search non stop outside of GM. It's a paycheck. I would go back sure, but always looking. GM's CEO has set the tone for a very toxic environment , at least in my mind so it's only a paycheck.
