I was wondering if Dell ever rehires employees who have been laid off in one of the previous rounds? In any capacity?

If you're rehired within a year (I believe) then you will have to forego your severance on a prorated basis. Outside of that window, you can be rehired and keep what was offered to you. I've been out of Dell for a few years now, and life on the outside (for me) is very good. Individual results may vary, so weigh your options carefully.
Yep, as long as you have a rehire status, you can be rehired.
Why be bother?
I was laid off and almost immediately rehired. I had to forfeit my severance package and any banked vacation I had. I never stopped interviewing after the layoff/rehire and ended up quitting about 3-4 months later. Left for a better company that allowed upward growth, less stress, and better pay.
Yes, I was rehired into a similar group about 18 months after being laid off / retired in Hopkinton. I now work from home in a different state. Return of your severance pkg is only an issue if you're rehired within 12 months of your layoff.

When I was at Dell my group hired a laid off employee. He did have to return his severance package.
